ABUJA — In a ceremony marked by elegance and intellectual gravitas, the British American Open University of California (BAOUC, USA) conferred Honorary Doctorate Degrees on distinguished Nigerian leaders, including Alhaji Hamisu Mohammed Anani, Hon. Dcns. Glory Ekah Effiong, Hon. Christopher Audu Manship, High Chief Ugochukwu Joseph Igbo, and Hon. Kemi Nicholas Nshe, in recognition of their exemplary leadership, transformative public service, and notable societal contributions.

Newsway Media reports that the  colorful ceremony took place on Saturday, 20th December 2025, at the illustrious National Merit Award House, Maitama, Abuja, drawing dignitaries, community leaders, and well-wishers from across the nation. 

The event convened senior government officials, captains of industry, renowned academics, traditional rulers, and civil society luminaries, underscoring both the national significance of the honours and the widespread respect commanded by the awardees.The gathering further highlighted the university’s commitment to recognising leadership that fosters human development and drives societal progress.

Held under the auspices of “EFFULGENCE 2025,” the ceremony celebrated leaders whose contributions exemplify ethical governance, results-driven administration, and people-centred service delivery. The honourees were recognised with Honorary Doctor of Philosophy (PhD) degrees in Administration and Local Government Leadership, as well as the prestigious Doctor of Humane Letters (D.Hum.Litt.), reflecting BAOUC’s enduring mission of promoting global excellence, scholarship, and service-driven leadership.

In a formal statement jointly issued by the Vice-Chancellor of BAOUC, Professor David Bruce Day, and the Africa Regional Director, Professor Paul Godwin Udofia, and communicated by Nze Leonard Papee Onuchukwu, Secretary of the Planning and Mobilization Committee, the university emphasized that the awardees were selected for their distinguished records of ethical leadership, transformative governance, and measurable societal impact, noting that their achievements embody the institution’s enduring philosophy of knowledge applied to human progress.

Hon. Hamisu Muhammed Anani, the Executive Chairman of Wase Local Government Council, Plateau State, has been distinguished with two prestigious honours in recognition of his outstanding leadership and people-centred governance. He was conferred with an Honorary Doctorate Degree (Doctor of Humane Letters, D.Hum.Litt.), a rare academic honour celebrating his humanitarian service, social impact initiatives, and inclusive development strides across Wase LGC.

In a further affirmation of his transformational leadership, Hon. Anani was also named “Best Local Government Area Chairman North of the Niger,” an accolade that underscores his results-driven administration, commitment to grassroots empowerment, infrastructural renewal, and responsive public service delivery. 

The dual recognition reflects broad-based acknowledgment of his governance philosophy anchored on compassion, accountability, and sustainable community advancement.
These honours collectively position Hon. Hamisu Muhammed Anani as a leading light in local government administration, setting a benchmark for effective leadership and people-focused governance in Plateau State and beyond.


His tenure has been marked by innovative humanitarian interventions, including solar-powered street lighting across communities, free eye medical outreaches that benefited over 1,800 individuals, veterinary care and vaccination for over 60,000 cattle, rural electrification, potable water provision, youth empowerment programmes, and broad-based community development initiatives through the Rogoji Humanitarian Services Foundation.

 These efforts have not only improved livelihoods but also enhanced public trust and community cohesion.
Hon. Dcns. Glory Ekah Effiong, Executive Chairman of Ibeno Local Government Area, Akwa Ibom State, has been conferred with the Honorary Doctorate Degree of Doctor of Humane Letters (D.Hum.Litt.), a distinction that recognizes her exceptional humanitarian leadership, people-centered governance philosophy, and far-reaching contributions to social development, community empowerment, and inclusive public service delivery within and beyond her jurisdiction.

Further underscoring her rising profile in grassroots administration, Hon. Effiong was also adjudged the Best Performing Local Government Chairman South of the Niger, a recognition anchored on her remarkable leadership outcomes since her inauguration in October 2024. Within a short span in office, she has distinguished herself through responsive governance, strategic community interventions, and a results-driven approach that continues to redefine local government effectiveness in the region.

she has delivered transformational projects across healthcare, education, infrastructure, ICT, security, youth and women empowerment, and social welfare.

Hon. Christopher Audu Manship, the Executive Chairman of Qua’an Pan Local Government Council, Plateau State, has been distinguished with two major honours in recognition of his outstanding performance in public administration and grassroots governance.

He was conferred with the Honorary Doctor of Philosophy (PhD) in Administration and Management, an academic honour that acknowledges his strategic leadership acumen, institutional reforms, and effective management of public resources in driving sustainable development at the local government level.

In further affirmation of his impactful stewardship, Hon. Manship was also named “Best Performing Local Government Chairman in the North-Central,” a prestigious accolade reflecting his administration’s achievements in infrastructural development, service delivery, community engagement, and accountable governance.

These dual recognitions underscore Hon. Christopher Audu Manship’s reputation as a results-oriented leader and position him among the foremost champions of effective local government administration in Plateau State and the wider North-Central region.

He has executed over twenty impactful community projects, implemented scholarship programmes for outstanding students, empowered women and youth through vocational training and economic initiatives, enhanced staff welfare, and strengthened local security infrastructure, collectively transforming Qua’an-Pan into one of Plateau State’s safest and most progressive local government areas.

High Chief Ugochukwu Joseph Igbo has been conferred with the Honorary Doctorate Degree of Doctor of Humane Letters (D.Hum.Litt.), in recognition of his outstanding humanitarian service, exemplary leadership, and enduring contributions to societal development.

The prestigious honour celebrates High Chief Igbo’s commitment to human dignity, community upliftment, and philanthropic engagement, reflecting a lifetime dedicated to service beyond self. His influence across social, cultural, and developmental spheres has continued to inspire inclusive progress and ethical leadership.

The conferment of the Doctor of Humane Letters affirms High Chief Ugochukwu Joseph Igbo’s standing as a respected statesman and humanitarian icon, whose legacy of compassion, service, and community empowerment resonates across generations.

 Through his business ventures, he has driven job creation, industrial development, and entrepreneurship, while his philanthropic initiatives have provided educational scholarships, mentorship programmes, and community development interventions that have empowered thousands of Nigerians.

Hon. Kemi Nicholas Nshe, the Executive Chairman of Shendam Local Government Council, Plateau State, has been conferred with the Honorary Doctor of Philosophy (PhD) in Local Government Administration, in recognition of his exceptional record of service, institutional experience, and enduring impact on grassroots governance.

A seasoned administrator, Hon. Nshe has served five times as Local Government Chairman, including two terms as Caretaker Committee Chairman and three terms through democratic election, and he is currently on his third consecutive elected tenure—a rare testament to public confidence, political consistency, and administrative competence. His leadership trajectory reflects deep-rooted mastery of local government systems, policy execution, and community engagement.

The honorary PhD celebrates Hon. Nshe’s sustained contributions to strengthening local governance structures, promoting stability, and advancing development initiatives at the grassroots.
