Dr. (Amb.) Okocha Morgan Meshack (Rtd) is a distinguished Nigerian security expert, forensic psychologist, institution builder, and thought leader whose impactful career spans the spheres of national security, forensic science, human development, and policy advocacy.

Born on May 2, 1977, in Ekuku-Agbor, Delta State, he hails from the Ogbe-Akwu Quarter of Egbudu-Akah in Aniocha South Local Government Area. A product of disciplined Christian upbringing through the Baptist Church, Dr. Meshack began his early academic journey at Ineh Iten Primary School, where he emerged as one of the brightest pupils, earning a scholarship that sustained him through secondary school at Ekuku-Agbor Grammar School. A natural leader, he served as Class Prefect and later Assistant Senior Prefect, embodying excellence and integrity from a young age.

He gained admission to study Medicine and Surgery at the University of Nigeria, Nsukka (UNN) but later transitioned to Psychology, where he graduated with a Second Class Upper Division, specializing in Forensic Psychology. He quickly distinguished himself academically, earning accolades such as Best Research-Based Student in 2003 and serving as an executive member of the Baptist Students’ Association at UNN. His passion for research, justice, and human behavior laid the foundation for what would become an illustrious career in public service and security innovation.

Dr. Meshack completed his National Youth Service at the National Assembly, Abuja, where he was retained on contract in recognition of his exceptional competence. In 2004, he was commissioned into the Nigeria Security and Civil Defence Corps (NSCDC), serving for 11 years across Taraba, Plateau, and Zamfara States, and rising to the rank of Chief Superintendent before voluntarily retiring in 2015. Within the NSCDC, he made a lasting impact, particularly in Intelligence and Investigation units, leveraging advanced behavioral and forensic tools for national protection.

A lifelong learner and advocate of professional excellence, Dr. Meshack pursued further academic and technical training, earning a Postgraduate Diploma in Forensic Digital and Analytical Psychology from the Institute of Forensic Psychology, affiliated with Grand Canyon University, USA. He also holds postgraduate qualifications in Law and Diplomacy and Behavioral Psychology from the University of Jos.

In recognition of his groundbreaking work in forensic science and security, he was awarded an Honorary Doctorate Degree by Embry-Riddle Aeronautical University, USA, during a convocation hosted at the University of Abuja in 2019. He is a Fellow of numerous prestigious professional bodies, both within Nigeria and abroad, including status as a Chartered Forensic Expert and Senior Fellow in Forensic Studies (FSFS).

A respected voice in policy and legal reform, Dr. Meshack actively contributed to the landmark amendment of Nigeria’s Evidence Act, advocating for the admissibility of electronically generated evidence in courtrooms—an advancement that has modernized Nigeria’s legal and judicial processes. He has authored over 50 published works, including academic journals, security manuals, and forensic policy blueprints. His advocacy efforts have been amplified through frequent media appearances on radio, television, and digital platforms, where he promotes global standards in forensic education and criminal justice reform.

A political mobilizer and grassroots influencer, Dr. Meshack currently serves as the National Coordinator of the Tinubu–Shettima Grassroots Movement (TSGM) and is a committed member of the All Progressives Congress (APC). His organizational acumen also led him to serve as the immediate past Chairman of the Abuja Chapter of the Ekuku-Agbor Progressive Union.

In 2015, he was conferred with the title of Ambassador of the Commonwealth Nations at a high-level forum at Sheraton Hotel, Abuja, in recognition of his continental contributions to peacebuilding and institutional capacity development.

Dr. Meshack is married and blessed with children: Mrs. Okocha Angela Onyebe, Mr. Okocha Chinaza Marvelous, Miss Okocha Chidimma Grace, and Master Okocha Ifeanyi.

Today, Dr. (Amb.)
