Forensic Science and Legal Reforms Offer Hope for Nigeria’s Security Network – Dr. Morgan Okocha

At the Focus Africa Leadership Forum held in Abuja on April 10, 2025, Amb. Dr. Morgan Okocha underscored the transformative role of forensic science in strengthening Nigeria’s justice system and security infrastructure. He emphasized that the integration of forensic science into criminal investigations enhances the reliability, justifiability, and efficiency of evidence presentation, ultimately contributing to law and order in the country.

Dr. Okocha highlighted the implementation of the Evidence Act (Amendment Act) 2023 as a significant legal milestone. The amendment, which allows for the admissibility of electronically generated evidence including digital signatures, electronic records, and computer-generated data aligns Nigeria’s legal framework with modern technological standards. This, he noted, is a crucial step toward more effective investigations and prosecutions.

" He further advocated for strategic reforms, including robust security policies and specialized training for law enforcement personnel. These measures, he said, are essential for equipping the nation’s security forces to tackle evolving threats and deliver justice effectively.

"He stated that through his organization, Security and Forensic Studies Nigeria (SFSN), he has trained thousands of security personnel in forensic studies, which has significantly improved criminal investigations across the country. This approach highlights the potential of forensic science to address bottlenecks in the justice system and ensure more effective administration of justice.

"He  suggests that there is hope for Nigeria's security network through the integration of forensic science and strategic reforms. He emphasizes the role of forensic science in enhancing investigations and justice administration, which can significantly improve security outcomes. Additionally, his advocacy for robust security measures and training for personnel aligns with broader efforts to address Nigeria's security challenges.

Dr. Amb. Okocha M. Morgan, Director General  Institute of Security and Forensic Studies Nigeria, emphasizes the crucial role of forensic science in restoring peace and security. He advocates that forensic science is essential for the administration of justice in Nigeria, as it can resolve bottlenecks by providing robust evidence through the deployment of forensic mechanisms and apparatus in criminal investigations. 

"He highlighted that Nigeria's security architecture has improved due to recent policy reforms. He noted that his organization has trained 10,000 security personnel in forensic studies, which has significantly enhanced criminal investigations across Nigeria and beyond. This achievement underscores the growing potential of forensic science in addressing security challenges and ensuring justice.

Dr. Okocha concluded by expressing hope that with the right investments in forensic capacity and legal modernization, Nigeria’s security network can become more proactive, credible, and resilient.
